What is the NHBRC?
The National Home Builders Registration Council was established in terms of the Housing Consumer Protection Measures Act, 1998 (Act No. 95 of 1998). The Council is mainly established to protect the interest of housing consumers, and to regulate the home building industry.
Before the commencement of the Housing Consumer Protection Measures Act, 1998 (Act No. 95 1998) a National Home Builders Registration Council (Pty) Ltd was established as a section 21 non-profit making company. It's main objective was to promote the common interests of persons occupied in the business or profession of home building, through the regulation of the home building industry. The section 21 company, placed little emphasis on the housing consumer, but the Act explicitly protects housing consumers.
In August 1995 the NHBRC (Pty) Ltd established another company called the National Home Builders Registration Council Fund (Pty) Ltd. The main objective of this company was to establish an indemnity fund to promote the interests of gratia basis to finance the rectification of defects in housing units in circumstances where contractors were either unable or unwilling to do so.
On the 26th March 2001 a statutory council was installed, in accordance with the provisions of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 1998). The two former section 21 companies were consequently dissolved on the said date, and all their assets and liabilities were transferred to the statutory council.

Valuable Final Products
A Valuable Final Product (VFP) is defined as a product or service that can be exchanged for the goods and services of the organisation. In the NHBRC’s case, the following will be applicable:
Registration of home builders
This is a process whereby a home builder is registered and is to meet the obligations of housing consumers in terms of the NHBRC's requirements.
Enrolment of new homes
This is a process whereby homes are enrolled with the necessary engineering input from competent persons to assist the home builders in taking the necessary precautions in foundation design.
De-registration of defaulting home builders
This process is the removal from the NHBRC register of home builders who have failed to meet the obligations in terms of the Act.
Inspection of homes
This is a service to the home builders to assist them to build homes with structural integrity, resulting in minimising complaints from housing consumers.
Handling of housing consumers’ complaints
This is a service whereby a complaint is professionally and speedily processed on behalf of the housing consumer with clarity on the home builder's reasonable legal and ethical obligations in relation to specific complaints made by the housing consumer.
Conciliation of disputes between housing consumers and home builders.
This is professional service of conciliation, covering all relevant structural concerns of the housing consumer and clarifying the home builder's responsibility and the housing consumer's obligations.
Undertaking remedial works
This is the repair by the home builder of structural defects found in enrolled homes or repair by the NHBRC in instances where the home builder is unable to meet their obligation.

· Facilitate, promote and develop programmes for women as entrepreneurs within specific business sectors e.g. Eco – Tourism, Agriculture Energy, and Mining.

4.3 Building of Development Capacity

· Business and technical skills training particularly in home food security.

· Suppliers development and building with specialist business partners

· Strategic partnerships and alliances in energy sector and engineering industry

· Suppliers relationships building with specialist business partners

· Provisions of sustainable and low carbon emissions in electricity

· Low external input electricity and basic infrastructure especially in rural areas

· Promote access to grant making, capital and credit facilities especially for the poor

· Worthy donations done reactively in co –operation with National Strategy for poverty reduction

· Promote quality service to beneficiaries

· Focus on relationships for the development of sustainable projects

4.4 Development of Educational Programs

· Provide schools with support in food garden security and ABET

· Assist with Eskom and others with mechanisms like skill development in Mathematics, Accountancy & Indigenous Knowledge systems

· Do the aforesaid by means of example of Eskom’s Maths and Science College of Education Program (EMSCEP) for developing Colleges into centers of excellence which produce high quality teachers even in rural areas.

4.5 Health and Welfare

· Helping the State to provide essential health-care facilities and HIV/AIDS Education programs

Other data in terms of the objectives of this management team & leadership core:

1. Subsidize & assist creation of public gardens ,wildflower reserves and bird and wild life therein

2. Public libraries ,museums & art galleries or any such institutions that purchase works of art, Africana antiques or items of historic and cultural interest or value

3. Contribute to preservation & /or restoration of buildings of historic value for future generations.

These pertain particularly to the surroundings of the Karoo and small Karroo villages and have bearing to the conservation of Karoo and early Cape Colonial history.
